If you have never held a regular driver's license in any state, country, or jurisdiction, you must complete a Traffic Law and Substance Abuse Education (TLSAE) course prior to applying for a learner's permit in Florida. Most states refer to this course as Driver's Ed, but in Florida it is also known as TLSAE, the Drug Alcohol course, or the First Time Driver D.A.T.A. course. Upon completing the Basic RiderCourse (BRC), Basic RiderCourse updated (BRCu), 3-Wheel Basic RiderCourse (3WBRC) or the Sidecar/Trike Education Program (S/TEP) for endorsement, the Sponsor will submit your results electronically to the Department. An endorsement fee is required to get the endorsement added to our license.


Upon providing proper ID and paying the required endorsement fees, your license will be issued with the “S” Restriction. The costs include the $ endorsement fee, plus a license fee (see fees for original, renewals, duplicates, and replacement license), and $ if applying at a county tax collector office. In most situations, drivers license endorsements are used for granting you additional driving privileges without having you to apply for a different type of drivers license. Most of the Florida driver's license endorsements apply to commercial drivers licenses and thus won't be useful to those who currently hold a regular class C license. However, there are exceptions to this trend, such as a motorcycle endorsement. A motorcycle endorsement can be added to any regular drivers license. Motorcycle Rider Education Endorsements The Department of Highway Safety and Motor Vehicles (FLHSMV) and Florida Rider Training Program (FRTP) endorse “Ride Proud, Dress Loud”; a statewide Motorcycle Conspicuity Campaign.
